The analysis was conducted to evaluate the impacts of both the Federal Agricultural Improvement and Reform Act of 1996 (FAIR) and the cattle cycle on the livestock enterprises. The North Dakota Representative Farm and Ranch Model, which uses the Food and Agricultural Policy Research Institute price projections as an input, was developed and used for this analysis. Net farm income and farm debt-to-asset ratios for the average and large beef cattle farms were analyzed. The U.S. cattle industry has been characterized by cyclical variations in production and prices. It appears that the current cattle cycle is in the final stages of expansion. This study evaluates the policy effects of alternative program designs for federal revenue-based farm income safety net programs. Eight representative farms across Nebraska are used to stochastically simulate the financial impact of changing the current farm crop revenue-based safety net with a state revenue trigger against potential alternative programs involving guarantees at the district, county, or farm level. Results indicate that decreasing the aggregation of the revenue guarantee increases expected farm-level payments and program costs for the revenue-based safety net. Three representative Tennessee tobacco farms are used to estimate farm-level impacts of (1) program continuation with further quota cuts, and (2) program elimination in 2000. Results indicate that program elimination has more potential to reduce farm income and that larger and more diversified farms are less affected in both scenarios. This study evaluates the farm level economic impacts of implementing a whole farm revenue insurance program in lieu of current government program payments on agricultural producers in major production areas of the United States. Realizing a multitude of viable options exist, this study demonstrates one way a whole farm revenue coverage program could work at the farm level and makes comparisons between the current baseline situation and alternative levels of revenue coverage implementation.
